| Customer Management Services Website Information Customer Management Services (CMS) program is a customer relationship management process that empowers constituents who derive support from installation based services, improves garrison-wide customer service, and supplies leadership a useful tool for their use in prioritizing and focusing installation services based upon the “Voice of the Customer.” Customer Management Services consists of a comprehensive, three-tiered feedback system based on input from individuals, constituent groups, and mission commander; the voice of the people.   Interactive Customer Evaluation (ICE) is your direct link to any USAG Grafenwoehr service provider on the system. This is your chance to let us know how we are doing. Community Action Council Community Action Council (CAC) is an executive body co-chaired by the Commanding General and Garrison Commander and meets quarterly for the purpose of vetting and resolving issues. The council is comprised of unit and constituent representatives, command staff principals, and subject matter experts.
